I am not quite clear about the requirement here ! Is it like you want to disable the dynamic container behavior of the portal and kind of fix a particular portion of your harness / portal on the right side of the screen ?

How about doing the following:

Place your link in one dynamic layout. and configure the dynamic layout to have float right as below:

Above setting places the element at right to content window I,e if have horizontal scrolling will not see element unless move the scroll to extreme right. Where as my requirement is element should be visible at right of window irrespective of scrolling.
