how to justify warning message for Rule-file-binary-as warning appears in Guardrail warnings

how to justify warning message for Rule-file-binary which are created for when updating the the flow.The flow rule is justified but in Guardrail warnings summary- it shows the rule file binary as a rule not justified.Can you please suggest

got it resolved Thank you ..we should save as the Binary jpg file in higher version  and justify the warnings--this would remove the warnings on Binary files
