How to install Pega Platform on SQL Server

I am trying to install Pega Platform 8.3 onto Microsoft SQL Server 2017. However I am getting an error and I am feeling that my setup in database side is not enough.
I have not created any "schema" yet, so that is one problem, but this error is even before that. What I have done in database is I created a database named "prpc", and user named "admin". Does below configuration look good or am I missing anything. Also if anyone shows how to create "schema" in SQL Server it is much appreciated.

Check if the port is listening, if that is not case, also try sqljdbc42.jar from Microsoft to see if that makes any difference. I agree that schema is not the issue here (you should create schema for best practice).

we faced similar issue - below steps worked for us.
1. Client IP address(APplication server) should be added in the SQL server firewall address to allow connection
2. Get the JDBC URL from Azure portal. eg below make sure it is right
jdbc:sqlserver://DBserver:1433;database=DBName;user={username};password={your_password_here};encrypt=true;trustServerCertificate=false;hostNameInCertificate=*.database.windows.net;loginTimeout=30;
3. JDBC driver used mssql-jdbc-7.0.0.jre8.jar
4. Internet should work in the application server.
