How to give access to Business users to review all the rules with read only access-Dont want to delegate rues
Wanted to know how we can implement, by giving access to our business users to access all the rules without editing the rules, something like business analyst portal for reviewing business rules especially.
We dont want to delegate and show them in casemanager, rather business users can review all our business rules.

How you want to show the rules ? Generally in developer portal they can see the rules in the left hand pane
So are you planning to configure it like this ?
If you have any specific rule types in mind then may be you can call a report definition and then map the data in a grid and show the list of instances.
And in the grid configure onclick event to open the rules in read only
