Is there any way to restrict functionalities of Live UI ? We want user to use Live UI, but don't want to give all options to user whatever developer gets ?

Is there any way to restrict functionalities of Live UI ? We want user to use Live UI, but don't want to give all options to user whatever developer gets ? User should be able to click the Live UI Link, should be able to toggle transactors, should be able to see property panel and info panel but should not be allowed to open the rule.

In short, I am trying to customize Live UI functionality for particular set of users. Is this possible in PEGA ?
