Are you using read only(always)? You can use the collapsible/expand feature on using readonly(expression/when). Does this meet your business requirement?

TextArea field does not have collapsible/expand feature for readonly mode. Refer Support article in this regard.
Try to identify the field using developer tool and try adding style like in Support article. You will have to use appropriate tag and id field. Set height to the field by default so that on expand style, it uses height as auto.

As the intention is to read the entered text in theTextArea field, how about adding scroll-bar to the readonly TextArea field. Refer post in this regard.
