Hello,
I'm not sure that the use case is clear. Why would an agent not run at expected time?
It could be stopped or incorrectly scheduled but if it's scheduled and agent is running then it won't start with delay if there's no extra or external dependency.
Can you please clarify your current issue for which you want external monitoring of this specific agent?

@Anthony_Gourtay Hello Antony , i want to check status of the all the agents in my environment and if any failure or if it could not able to start. i need to trigger email.
For example , If any agent stopped working due to some exception , i need to intimate the specific team that , hey this agent stopped working, take action on it. so we can reduce monitoring the agent all over the time.
note: Using activity.

in admin studio, click on "agents" then top right, "notification settings" and you can define an email in this screen.
You'll receive email when an agent crashes (goes to stopped state)
For any other failures (more functional), you need to handle it differently by monitoring the logs, or via PDC or any other tools.

I don’t need to send notifications, for all the available agents, I want to filter it using agent ruleset that applies to my project and I want to monitor it using another agent, please help me with this design using activity.

This OOTB notification setting is meant for sending a notification (email) for an agent which crashed (stopped state)
From what I understood it's what you want to achieve.
If on top of that you want to make sure that your processing is fine also, then you need to monitor pr_sys_queues and to follow-up the queuing per agent. If you define a threshold, you can set up alarming on it. This will also detect agents which are up but stuck, performance issues, high sudden volume, etc...
