Have you considered checking the functionality involved in the activity : SendEmailNotificationWithAttachments
It can give you some clue about how you can attach some files and send it out from PRPC.

I have checked this article . This approach needs the attachment reference in a property as input. But when we generate a word in clienside using silverlight i think it doesn't store the attachment stream in clipboard.

I have tried to quickly run one of the out of the box flow which normally used as a reference for creating doc and editing in PRPC
The flow name is : WordEmbedMergeTest.( Under PegaSample-Task )
I ran it and at the end of the execution I found that the word document that I have edited actually got attached in the workitem.
Please have a look at the key flow action here : CreateMergedWorkDoc which is calling " AttachCategorizedWordDoc " activity to attach it.
I believe that once you are done with attaching the content , you can easily follow the earlier PDN Link for sending email with attachment and send it to party !
So may be it will be a good idea to try similar kind of functionality at your end .

Thank you for your time for this. But this will be attached to the work object itself then we can send it using the OOTB activity.
But my requirement is not to attach to WO directly, but attach in a mail and it wont be stored in pega.
