How to add row in a repeat grid layout
Helllo All,
I'm not able to add second in a repeating grid layout. Option to add rows are disabled. Is there any way to add rows?

You could see pyEditElements section which uses grid repeat layout and has the "Add Item" and "Delete" in its header specified.

Can you try UI Gallery - Repeating row editing on your system? Can you check if row can be added there? You can also view its design-time configuration.
If OOTB can be done, your application cannot, then something is implemented wrongly in your application. You can do a comparison.
