Frameworks for creating tool having Pega as the base

1.) Is it possible to create another development tool on top of Pega?

2.)Do u have any seperate frameworks supporting this?

Hi Naveen,
I don't think we have framework supporting this.

Yes we can definitely create another tool to develop something.
But requires a good amount of effort
