Focus is not shifting to top of page after Page-Set-Message

Recently our project got upgraded to 8.1 from 7.2 , across screens we are facing a issue

1. when user is performing a validation or page-set-message for certain action in screen , the focus is not shifting to top of the page to display the error message , even though the error message is available on top , user has to manually scroll till the top of the screen to see the error message . please suggest any work around keeping whole application scope in mind.
