Error while trying to run Connect Rest Wizard - Warning— ** Enable the security access setting "Allow rule check out" for the current operator.

While trying to run the Connect Rest Wizard we are getting the following error message.The operator has Allow rule check out selected.

Other rules checkout and check in functions are functioning normally. Pega version is 7.2.
