Enabling Client Side Validation on Flow Action does not work

While trying to enable/disable client side validations on the flow actions, we did not get the expected results. Can someone explain how does it works? Below are the scenarios tried:

Action Harness Flow Action Outcome on flow action
Client Side Validation Enabled Disabled Validation triggered
Client Side Validation Disabled Enabled Validation did not trigger

If the harness side validation is the key point here, then what is the purpose of client side validation on flow action. When will that be in use?
