Enable end user as an admin, to configure the stage names and step names

Hi all,

We have a requirement that the end user in the admin role should have the privilege to update the display names of stages and steps of the case. These changes should reflect in UI, reports, PDFs, emails etc., wherever referred. Morelike dynamic behavior of the names. Can anyone suggest an approach on how can we achieve this?
