Does pyGeolocationTrackingIsEnabled when rule takes precedence over case type GeoLocation setting?

Hi Team, 

In our application we have not enabled case type GeoLocation setting but still location parameters are being set on pxRequestor page. After setting pyGeolocationTrackingIsEnabled when rule to return False, the location Parameters are removed. what is the precedence order? Also, Is there any way to make this setting configurable?
