Does pega has any OOTB to read or download the file from Filenet application.

From pega will pass the file name, it should get the file from filenet application.

Also, have you searched for the keyword "Filenet" on the PDN?  A number of posts are available.  It seems that there are many options for this, depending upon your network topology, PRPC version, FileNet version, etc.
