Try using a Parameterized Link - Provide a link to users like:

http://<server-name>:<port>/prweb/<portal-name>?<custom-parameters>

• Example parameters:
  • pyStreamName=<section-name>
  • pyActivity=<activity-name>

or 

Identify the Target Menu/Page

• Locate the rule or section corresponding to the desired menu or page.
• Get the class and rule name of the target rule.

Build the URL

Pega URLs generally follow this pattern:

http://<server-name>:<port>/prweb/<portal-name>?pyActivity=Data-Portal.ShowDesktop&pyStreamName=<section-rule-name>&pzPrimaryPageName=<page-name>

• Replace <portal-name> with your portal name.
• Replace <section-rule-name> with the rule name of the target section.
• Replace <page-name> with the primary page for context.

Test the direct link with different users and roles.
