I have two applications both are in E1 environment that are showing two different rule count for Pega-IntegrationEngine:07-10-16.

It seems like these two applications are not using the same database instance and have different hot fixes installed. Can you verify the database instance used? Can you run Tracer with DB Query when opening the ruleset and compare the queries executed to see if it is the same schema?
