After complete restart of the application server issue got resolved.

Can you please check if you are able to create rap manually from the specified product rule(from the button "Create product file" in the product rule) in the development environment

I'm able to create the product file manually. even this is working fine with external jenkins..
now i'm getting the below error

It looks like there are two different errors going on:
- No unlocked RuleSets/Versions found that are valid for this record. Unlock at least one RuleSet/Version that can contain records of this type.
and - Unable to open an instance using the given inputs: pxObjClass = "Rule-Application", pyProductName = "", pyProductVersion = ""
I believe that the second error might be coming from the first error.
Can you try to save the application Apex 01.22.01 and see if you get an error? I'm thinking it doesn't have an associated with ruleset and some process is trying to save it and it is failing because there are no unlocked rulesets.
