Design tab of Harness and Section rule does not display content

When I open any Harness or Section, rules doesn't displaying any content on the Design tab (just displaying blank screen).

The pzHarnessRuleFormUtils.js rule is available.

Version : 7.21

We have faced this issue once. Clearing the cache tables, deleting the temp folder in the server file system and restarting the intsance fixed the issue.
