For default form-level errors display option the bottom error appears over a section
The harness has an option:
Form-level errors: Default — In a standard error section at both the top and bottom of the user form.
Once validation is triggered, a bottom standard error section appears over a section with business information. IE 11 browser is used. Please check-up the attached screenshot
Is it a nominal behavior?

Upon reviewing the corresponding SR, we see that it has been resolved. SA-16489 was created as a result of the investigation. Please reference that if you have the same question.

This does not look normal behavior. The error section at the bottom should not overlap the section with business information. It seems to me that this is happening when you have vertically scrollable harness.

Then it's definitely not a normal behavior. Can you check if Skin rule is overriden in you application and not messing up the styles.
Else go ahead and log an SR
