Database connection error while trying to install Pega 8.6 Personal Edition

Targets:Initialization,Database Server Installation,Data Load,Configuration,PRPC Launching

@BhuppuY1 It worked for me when I installed these Microsoft libraries https://docs.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-170 .

@BhuppuY1  This error is likely because of unavailablity of port.

Can you please refer to step 12 in doc listed under System Administration  - Deploying Pega Platform- Installing the Pega Platform Personal Edition?

and try running again?
