OS : Windows 10 64 bit, Already installed missing dll

Note that, I am installing 8.6 second time as first time i was able to install on C with lot of tries: however due to size issues on C: i deleted PRPC folders on C: and tried reinstalling on D: after restart, installing missing dll but no luck. somewhere something is missing..need expert help here as i tried changing port numbers etc.....
