Customer Service for Financial Services - Constellation - localization is not working for interaction portal

We have Customer Service for Financial Services - Constellation.

We are testing Dutch language localization.

we have localized rulesets and the operator has nl_NL locale.

Issue is Localization is working for other portals like DevStudio , Admin Studio

But Interaction Portal and CDM Portal - localization not working
