Hello,

By some reason Customer codeset 06-01-01 is absent during Pega loading.

As a result all 3rd party libraries are unavilable.

I tried to compare 2 environments - problem and workable:

1. I checked PR_ENGINECLASSES table for 'customer' codeset entities. They are identical.
2. DATA-ADMIN-SYSTEM-SETTINGS PEGA-ENGINE!PROPERTIES/COM.PEGA.PEGARULES.BOOTSTRAP.CODESET.VERSION.CUSTOMER/DEFAULT is present on both environments and have '06-01-01' value.
