CSV Parsing issue with quotes and double quote

I am receiving csv files coming from somewhere to be processed using parse delimited.

Apparently, double quote or quotes is having an error and wont be processed.

XXXX~ALEX O""BRIEN

 

My question is, how to either automatically parse or remove "" or "  in a csv file so that it will continue to process.
