Create Enhanced JEP Management Toggle to Turn Enhanced Flows on/off.
Tech Story: The purpose of this story is to create a flag that will turn the enhanced JEP flows on or off.
Acceptance Criteria
- When the flag is turned ON, all JEP cases should use the enhanced dedicated flow, where available (i.e. new BSW workflow)
- When the flag is turned OFF, all JEP cases should use the default MVP, simple flow (i.e. Stages: Create, Review, Resolve)
