Constellation :Import Export Excel functionality for Data type for Business Users does not exist

For a Constellation Application , for a data type I need to let business users to import or export excel sheet.

But When the Data type is delegated and in the user portal - Records Manager - Data type can be seen but   

Import/Export functionality is missing.
