There is an OOTB way to do this Pega Service Interaction case framework but not sure, if it available generally. Where exactly do you want to display the coaching tip?

I think you can develop this design also.

@LITHOSHTH  Like Prakash mentions, Coaching Tips are a Customer Service feature. It depends on what you are trying to achieve if/how this can be replicated in App Studio.

If you aim is to replicate the coaching tip functionality including the possibility to show tips to some named users, but not to others, or to link to knowledge articles, this would be a more complex functionality. 

If your sole aim is to show some kind of instructional text to the user, then the OOTB functionality in App Studio is the 'Instruction for user' field in the step panel of steps like the Collect Information step.
