Cloud is not getting provisioned for PEGA DECISIONING CONSULTANT v 7.4

After clicked "Request Cloud Instance", the count down starts but it gets stopped after 3 minutes.

Cloud is not getting provisioned, tried it around 5 times. Due to this, not able to start the exercise system. Can you look into this?

Is there any downloadable exercise available for PEGA DECISIONING CONSULTANT v 7.4 online course.
