As per articles, It said if circumstance rule in lower version 01-01-01 and base rule in 01-01-02. Irrespeive of base rule in 01-01-01( no/withdrwan).

At run time, it picks circustance of 01-01-01

But article says it should pick 01-01-02 of base.
