Can't create archive for translation

Hi all!

I get in trouble (Pega 7.3.1).

We need to translate our application to the new language. All steps seems good in Localization Tool but when I reach step 4 (named Export Translation) and press on "Download for Translation" button our system goes to infinite iteration. Also I get the exception. You can see this errors in attached file named Log.txt. Also I attach tracer steps in zip-file named "LocalizationTracing". Tell me please what I can do or configure to resolve this problem.

I noticed this error in the log and found an article with the same error. 

ACCESS_EXTERNAL_DTD cannot be resolved or is not a field

It looks like it could be an issue with the java version being used.

But in our environment installed java_1.7.1_64

Out system administrator say that this version recommended by Pega for 7.3.1 version
