Can more than one revision be open at same time?

Given one application overlay, can more than one open revision exist at one time? For example, if user A is working on a propositon, and user B is working on a proposition in the same issue group, can they be in separate revisions and be merged later?

You can only have 1 active revision at a time - "You can only have one revision active in the system at a time."

My testing in the student image also seems to corroborate this. I cannat create a new revision until preceding revisions and change requests are all resolved.
