Is the Audience refreshed when a Campaign run restarts?

Let's say I have a recurring daily campaign in Pega Marketing and have configured it such that the audience segment is refreshed for each campaign run. Suppose one of the campaign runs failed.

I have the option to restart this run after taking the necessary steps to address the issue. In this case, is the audience refreshed once again or will the campaign still use the original intended audience?

When a campaign is configured to refresh audience for every run, that configuration is applied to any restart action you take.  As such, you should expect the audience to get refreshed again.
