Assing work to new Createt Operator ID in Case

Hello, we have to make an Case where a Customer needs to be able to create a Operator ID, this is allready solved, next thing is that the new Operator should get an Form inside the Case and should also get an Email information about is Login , Username and Password.

Now my question: how do i assing, or route an Case to an OperatorID as an Variable, because when i design the Case, the Operator does not Exist.

You can hold the operator name in one of the properties and mention that property while routing instead of giving hard coded value
