Arbitration components in decision strategy

In a decision strategy, Arbitration components(Filter,Prioritize,etc) filter propositions based on priority and relevance but which component both filters relevant offers and prioritizes? a. Filter component b. Prioritize component

 

As per my understanding Filter component can't Rank so it can't prioritize.So my answer is "Prioritize Component".

I want to know if I want to show relevant offers with prioritization with a single decision component in strategy will it be possible?

Or we need to use both Filter and Prioritize component?
