Agents don't run on their scheduled times, until or unless we do manual restart of the agents. After the restart also, they won't run automatically.

This behavior is not related to the type of deployments(War/EAR). As suggested in PDN we can very well ignore it as DNODE and VBD listeners are not used any more for any functionality. And in later versions they have been removed as well.
Can someone please answer to below query.
Query -
If both are not required/ignore then how VBD services Sync with other nodes and how real time Decisioning happens in NBA.

I took a look at your SR that you referenced in your original post and I see that there is a comment that this isn't happening any longer. Are you still having this issue?

Since 7.2.1, we use a single agent to bootstrap all Decisioning services (DDS, Data Flows, VBD, etc) instead of the Listener per service model from 7.2. This change did not affect the functionality of the individual services, only how they are managed.
