 PegaRULES server not available

After installing the Pega Personal Edition i'll keep getting this error. I kinda figure it out about this error can anyone help me?

Message PegaRULES server not available

Description The server is currently unable to handle the request due to a temporary overload or scheduled maintenance, which will likely be alleviated after some delay.
