Issue: "No unlocked rulesets" error appears when saving the Context Dictionary
When i save it,will occur a error.And the ruleset version is unlocked.

@haisuw65 This can happen if the ruleset/version configured on the Context Dictionary landing page is unlocked. Please also make sure the same is configured on your operator's Access group default destination ruleset under the Design time configuration section.

@RaghuShankhawaram Thanks! Yes, the ruleset version is unlocked, And i have set operator's Access group default destination ruleset.But it does not work yet.
