RecalculateAndSave Not Called When Flow is Idle

In the SSA mission HRApps Onboarding case, the facilities setup process is always getting skipped and the case moves to the IT setup process even though the entry condition is passed. On tracing, I found that RecalculateAndSave is not getting called when the facilities setup flow becomes idle. So I am looking for suggestions to understand this issue and fix it. Appreciate if anybody can suggest me a way to solve this.
