Assignment API calling flow action though the conditions are not satisfied for when mentioned in the Security for the flow action

Hi,

I have a flow action with some when rules mentioned in the Security tab of the flow action. I am trying to process the assignment from DXAPI Assignment API. And the action ID provided as the flow action name where the when conditions are mentioned. I'm seeing that PRPC is calling the post activity of the flow action from the Assignment API though the conditions are not satisfied for the when rules mentioned in the flow action. But in the response we are getting error as PEGA_API_055(Flow action is not part of assignment actions). Is it a correct behavior? My understanding is as we are getting error it should not run the post activity also of that flow action.

Another issue I'm seeing that if I'm trying to access a work object which is locked, then its not showing error in the response and the pyHTTPResponse code is also coming as 200. 

The version in 8.2.2
