Call ReloadSection is not reloading the section

I am calling ReloadSection in an activity. The section is of RULE-HTML-SECTION which is in user portal.

In tracer the ReloadSection is showing as running good, but the section is not reloading in the user portal.

Previously I have observed that it is opening the section in a new window, but I want it to just reload in the same user portal.

Please suggest any ideas.
