How to Enable Tool Bar for End User Portals in Cosmos React Constellation Applications

Hi ,

I have created an Application using Cosmos react (constellation UI) as Built on application .I am trying to add the Tool bar for the end user portals. Though i have added all the privilege still the tool bar is hidden. But if same configuration if i am doing using Theme cosmos the tool bar is visible at the bottom.  can any one has any idea on this behaviour??
