How to Enable Toolbar in Constellation End user Portal

How to enable the Toolbar for end user portal build with Cosmos React (Constellation UI).?

Note :

All the privileges and configurations are done to show the tool bar.

When the application is built on Theme Cosmos the toolbar is shown in the end user poratl.

 

Any idea on this behaviour ?

@Aiswarya_Kumar Constellation UI does not support the dev toolbar - this is only for traditional ui
