Circumstanced rules aren't getting picked up during execution in pega 8
After saving the base copy of a circumstanced rule into higher ruleset version, circumstanced copy of rule isn't being picked up even when condition holds true.
Everytime my base rule (which is in higher version) is getting executed.
can you please help me to resolve this?

Check the circumstance rule in that value must be exact in the condition
