After upgrading 7.1.5 to 7.1.9 version, for AutoComplete on change refresh is not working.
Hi ,
After upgrading 7.1.5 to 7.1.9 version, for AutoComplete on change refresh is not working.
We are calling Data Transform on change refresh this section.
Is there any hotfix for this in 7.1.9 version.

Can you confirm that you are not using a custom autocomplete control.? Could you check behaviour by using OOTB autocomplete control to test the On change getting fired?
I would suggest that you check if you already have HFIX-31138 installed, and if not, request this using the HF- request hotfix support request. You may be experiencing the effects of BUG-281402. This involves problems if a data transform is in the data class and the same is used as a source for the autocomplete inside repeat grid- what occurs is it won't have the data for the first time in UI (runtime),while the same data transform is there in the work class then if it is having the data(in UI runtime). Also if the data transform is kept in the parent DATA- (i.e the parent of the existing class ) class then you won't be able to replicate the issue.
Note that if any property that is configured from a declare expression is also used as a parameter to the AotoComplete, that should be present in the UI otherwise it is not registered with the change tracker. The property that is used as a parameter should be present under a hiddenText. The parameter to dataPage is actually developed to support cascading and for cascading, the source properties should be present in the UI.

If after installing HFIX-31138 you still experience issues and you can provide the reproducible workflow which does not occur in 7.1.5 please log a support ticket and provide the INC reference here so that we can help track it.
