please could you provide some more details? Is login ok but  the issue that the UI is messed up?

Does this occur on all browsers and for all users?  Check if there is any antivirus chrome extension causing a problem ( disable that extension)

Is this a new installation?  Did you encounter any issues as described in this post?  Also see the steps listed in How to access personal edition Database.

Try running a browser Fiddler trace to see if there are any errors.

Can you please check the errors and alerts listed in the pegaRULES and pegaALERT logs for the timestamp you see the on-screen error?

Can you carry out the troubleshooting tips listed in this similar forum post?
