Enterprise tier failed to initialize properly, PegaRULES not available

I am trying to install pega personal edition. I cannot start the startup. And initialization is also a problem. I have tried this on 2 different computer but result is same.

What's the PEGA & DB version?

Please provide full log of the startup. 

Seems to be some missing DB grants if issue is only on service registry
