If We have existing Framework layer  and on top of that lets say we do have different implementation layer.

And now we require collaboration between multiple implementation layer cases. (e.g.- user belongs to

implementation layer 1 can access the case and process  the cases from different implementation layers along with

implementation layer 1 cases).  Please note we may have  more than 5 implementation layers with each

implementation layer has more than 7 distinct implementation specific rule sets.

If  we create different application with each implementation layer what is the best way to

collaborate between different applications apart from exposing new services?  . And what is the impact if we go with

single application with all implementation layers rule sets?
