How to configure WHEN conditions on Business Logic based Routing on Case type

I want to route an assignment based on a business condition to a WL/WB . I want to use the options of Business Logic  option on an assignment in the case type definition. But I am not able use the existing application When condition

In the When rule, select Actions > 'Mark as relevant record'. Then it should appear in the list for you to choose.
